The ISDE is a national scheme. On top of it, many municipalities, provinces and water authorities run their own insulation funds, and you can usually combine those with the ISDE. How much you get and what for differs per municipality, and such a fund is often empty before the year is out. So it pays to check what applies to your address before you place the order.
